<li><em>Infants (birth to one year of age or weighing at least 22 pounds) require a rear-facing convertible seat; always make sure the harness straps are at or below shoulder level and never place a rear-facing car seat in the front seat.</em></li>
<li><em>Toddlers (over one year of age and weighing 20-40 pounds) need a forward-facing convertible seat, with harness straps at or below shoulder level. </em></li>
<li><em>Young Children (ages 4 – 8 years, unless at least 4’8” tall and weighing more than 40 pounds) need a seat belt-positioning booster seat in a forward-facing seat position; the best positioning booster seats must be used with both lap and shoulder belts making sure the lap belt fits low and tight across the lap and upper thigh area, and that the shoulder belt fits snug crossing the chest and shoulder, to avoid abdominal injuries. Any Children 12 and younger should ride in the backseat at all times.</em></li>

			<content:encoded><![CDATA[<p>In a <a href="http://online.wsj.com/article/SB10001424052748704376104576122442184858386.html" target="_blank">report from WSJ.com</a>, its described as a quarter that exceeded analysts expectations for auto sales. The quarter in question was the fourth-quarter earnings from the largest Auto dealer chain in America, AutoNation Inc., which saw a stock share price spike after heralding the good news of their earnings.</p>
<p>GMC has also earned $1 Billion this quarter, as compared to their bankruptcy bridled 2009 fourth-quarter loss of $3.4 Billion.</p>
<blockquote><p><em>&#8220;This is an industry that had prepared for the end of the world and instead of the end of the world they are just getting somewhat of a sluggish economic recovery,&#8221; said Adam Jonas, a Morgan Stanley analyst who follows GM.</em></p></blockquote>
<p>Though the future isn&#8217;t completely cloud-free and bright, these kinds of number signal a shift in the economic estimation of things. With Ford even touting a $6.6 Billion fourth quarter, things are looking up for many in the auto industry.</p>

<p>This year, its been predicted that consumers won&#8217;t be outraged until gas is 4 dollars or more at least, due to the conditioning we&#8217;ve already received from the previous years spikes.</p>
<p>What does this mean for you? Typically the average consumer won&#8217;t change driving habits or switch vehicles, like trying to get a jump on <a href="http://www.athomefitness.com">fitness</a> every New Year&#8217;s Day, to save on fuel economy until they&#8217;re sufficiently unhappy with the price at the pump. One of our readers is still outraged that gas ever went above $2.00 per gallon, but $2 to $3 dollars per gallon is becoming the &#8220;normal&#8221; range for many gas stations across the country.</p>

The legislation is set for review by the full U.S. House of Representatives later this month, and would increase the $334 million already proposed by the Obama administration for research and development of new vehicles to a total of $550 million. The funding would be made available during the 2010 fiscal year. The original $334 million request for funding has already passed committee review in the House of Representatives.</p>

<p>Touted as a success by environmentalists and economists, the “Cash for Clunkers” program removed 690,114 older vehicles with poor gas mileage from the roads, replacing them with newer fuel-efficient cars. The beneficial effects of this government program have been obvious in the automotive industry, with both General Motors and Ford announcing increases in production for the latter half of this year. “Cash for Clunkers” provided an incentive for consumers to purchase new vehicles, and the increase in demand is creating more jobs in the previously struggling automotive sector. Toyota, General Motors, Ford, and Honda topped the list of auto makers with the most “Cash for Clunkers” transactions, together netting over 64 percent of total rebate applications.</p>
<p>The environmental impact of this program is equally impressive, with an estimated 58 percent improvement in fuel economy expected due to the trade-ins. Most “Cash for Clunkers” trade-ins were trucks or SUVs, while the new vehicles purchased were primarily passenger cars. The White House reported that the cars purchased under this program averaged fuel economy 19 percent higher than the average of all new cars currently produced, making the “Cash for Clunkers” program a big win for environmentalists as well.</p>

In addition, by electing to use the Cash for Clunkers program, the buyer is no longer in a position to negotiate a trade-in value for their older vehicle and has to accept the fixed rebate amount of either $3500 or $4500.</p>
